What prevention techniques and/or penalties shoud be applied to child molestation and child abuse?

What are the statistics of child molestation and abuse?  I really do not know yet when you turn on the TV, read the newspaper, talk to family and friends there are way too many little girls and boys being victims of this crime.   I know we have the power to put a stop to these abusers if we all pull together and protect our children.  

So the question is what prevention techniques is to teach our children how to identify child molestation before they become victims.   Sounds good yet there are children who haven't walked or talked yet that are being abused...how do you protect them?     Some or maybe most of the abusers are family members or friends not strangers.   We need to talk to our children, supervise our children and ensure our community is create a plan for any one to one contact with adults (even churches where children should be safe).

Now what penalties should be applied to these scums?   Remember this is my opinion and I do not believe in killing anyone (yet this has not ever happen to my family so I may resort to .....).   Other option is to cut off their penis (if it is a female then I am not sure).   Stop the abuser before he abuses!   God certainly will deal with abusers in due time.
